While Miami is increasingly attracting the headquarters of AI hyperscalers, land prices are climbing, and development sites are becoming harder to find in South Florida, many of the largest hyperscale AI campuses are instead being proposed in Central and North Florida, where there's more land, room to expand electric infrastructure, and lower development costs. At the same time, there is growing concern that politicians will respond to the influence of the associated money more so than the concerns of their constituents.
Florida's role in the AI economy is beginning to split into two distinct regions.
South Florida—especially Miami—is rapidly becoming a headquarters for technology companies, venture capital firms, and the investors financing the AI revolution. Recent moves by major investors and technology firms show that Florida is attracting more of the leadership shaping artificial intelligence.
But the hyperscale data centers are being built where the headquarters of these companies are.
As land prices climb and development sites become harder to find in South Florida, many of the largest hyperscale AI campuses are instead being proposed in Central and North Florida, where there's more land, room to expand electric infrastructure, and lower development costs.
Orlando has already emerged as Florida's largest concentration of hyperscale operators, while Tampa and Palm Beach County continue to add major projects.
Northeast Florida may be earlier in that evolution, but Jacksonville already has much of the infrastructure these companies look for. The city is home to thirteen commercial data centers, including Cologix and EdgeConneX, two companies that develop hyperscale AI campuses elsewhere in North America. Add the Jacksonville Internet Exchange, extensive fiber networks, a major municipal electric utility, and abundant industrial land, and the region is firmly on the industry's radar.
NextNRG, headquartered in Miami, proposed a hyperscale data center in Nassau County near Jacksonville International Airport, and Elon Musk's acquisition of Jacksonville-based APR Energy only reinforces these points.
While counties surrounding Duval have imposed temporary moratoriums or are considering them, Jacksonville’s pro-growth Mayor Deegan and City Council are noticably quite on the subject. If and when Jacksonville lands a hyperscale AI campus remains to be seen. But as Miami grows into a headquarters city for the AI economy, and those companies spread their financial influence into Central and North Florida seeking places where the infrastructure is being built, the question becomes whether communities will have the opportunity to fully evaluate the benefits, costs, and long-term impacts before those decisions are made.

Florida Hyperscale AI Data Center Developers by Region
Northeast Florida
Jacksonville
Jacksonville currently does not have any confirmed hyperscale facilities, but it hosts a number of enterprise data centers and includes companies such as Cologix and EdgeConneX, which develop hyperscale campuses in other markets. Additional enterprise operators in the area include SBA Edge (JaxNAP), Flexential, TierPoint, ScaleMatrix, Lumen, Windstream, American Tower Edge, and CSX/ColoCSX. The city benefits from exceptional fiber connectivity, including the Jacksonville Internet Exchange (JXIX), strong telecommunications infrastructure, and access to major interstates, ports, and airports. Jacksonville Electric Authority (JEA) provides a large and capable utility base, and there remains available industrial land for expansion.
Despite these advantages, Jacksonville has not yet secured a dedicated hyperscale campus, and questions are growing around future electric demand and long-term utility costs. Local sentiment remains generally supportive but increasingly inquisitive, especially as nearby counties evaluate large-scale proposals. As South Florida faces mounting constraints such as extremely high property costs and limited land availability, pressure is gradually shifting northward, positioning Jacksonville as a logical alternative for future hyperscale development.
Nassau County
Nassau County does not currently have any operational hyperscale facilities but has attracted attention with the proposed NextNRG hyperscale AI campus, with NextNRG serving as the developer. The area offers large undeveloped land tracts, strong transmission infrastructure, proximity to Jacksonville International Airport, and solid fiber availability.
At the same time, concerns remain about long-term utility impacts, water usage, environmental effects, and the overall scale of such projects. Reflecting these uncertainties, county commissioners adopted a one-year moratorium to study potential impacts. The county’s cautious stance highlights the tension between opportunity and risk as demand shifts north due to South Florida’s high costs.
Clay County
Clay County currently has no existing hyperscale facilities and no identified companies actively developing hyperscale campuses locally, though it remains part of the broader Northeast Florida region being evaluated by developers. The county offers growing infrastructure and available industrial land, making it a potential candidate for future expansion.
Challenges include utility capacity and ensuring compatibility with existing communities. Like Nassau County, Clay County has adopted a one-year moratorium, signaling a cautious approach. As developers seek alternatives to South Florida’s expensive and constrained markets, Clay County may face increasing pressure to accommodate future projects.
St. Johns County
St. Johns County does not currently have any confirmed hyperscale facilities or developers, though it has seen early industry interest. The region benefits from rapid population growth, strong transportation networks, and high-quality fiber infrastructure.
However, concerns about water availability, traffic, and compatibility with residential development remain. Local officials are actively evaluating the situation and have discussed a possible moratorium. As South Florida’s high property costs and limited expansion capacity push development northward, St. Johns County is likely to remain under consideration, balancing growth opportunities with community concerns.
Central Florida
Orlando Region
The Orlando region hosts multiple hyperscale-scale campuses and expansions, with major developers including Digital Realty, QTS, STACK Infrastructure, and HostDime. It also supports numerous enterprise operators. Its strengths include excellent electric infrastructure, a major fiber crossroads, a large workforce, and an established technology sector.
While electricity demand is increasing and land prices are rising, Orlando remains generally supportive of data center development. As South Florida becomes increasingly cost-prohibitive, Orlando continues to absorb redirected demand, reinforcing its role as a central hub for hyperscale expansion.
Lakeland / Polk County
Lakeland and Polk County are experiencing emerging hyperscale-scale development, with involvement from companies such as HostDime and Site Selection Group. The region benefits from its position as a logistics hub, availability of large industrial sites, and strong transmission infrastructure.
Challenges include water planning and future grid expansion. Local governments remain generally favorable, emphasizing economic development while maintaining oversight. As South Florida’s high land costs push developers inland, Polk County is increasingly positioned as a cost-effective alternative.
Tampa Bay
Tampa Bay has a limited hyperscale presence, consisting primarily of enterprise-scale facilities with some hyperscale-capable infrastructure. CyrusOne is among the companies present locally that develop hyperscale campuses elsewhere, alongside various enterprise data center providers.
The region offers a large metropolitan market, strong network connectivity, and robust utility infrastructure. While hurricane resilience and limited industrial land present challenges, Tampa continues to support data center growth. Its relative affordability compared to South Florida makes it another beneficiary of shifting demand, as developers seek locations that balance connectivity with manageable costs.
South Florida
Palm Beach County
Palm Beach County has limited but emerging hyperscale-scale development, with Vantage Data Centers active locally and the proposed Project Tango representing additional expansion. The region offers strong international connectivity, financial industry demand, and excellent fiber infrastructure.
However, expensive land, utility capacity constraints, and water management challenges significantly impact development feasibility. These high costs are a major factor driving developers to consider Central and North Florida, where land is more available and affordable. Local sentiment remains mixed as officials weigh economic benefits against infrastructure strain.
Miami Region
The Miami region has limited large-scale hyperscale campuses due to land constraints, though it hosts multiple global operators, including enterprise providers and major international carrier hotels. Hyperscale developers are active regionally but constrained locally.
Miami’s strengths include its role as an international submarine cable hub and a global financial center. Despite these advantages, the region faces severe land constraints, hurricane exposure, and extremely high real estate costs. These challenges make large-scale hyperscale development increasingly difficult, pushing developers to look northward for viable alternatives. While local sentiment remains generally supportive, practical limitations are reshaping where growth can occur.
Statewide Perspective
Companies currently building hyperscale campuses in Florida or elsewhere include Cologix, EdgeConneX, Digital Realty, QTS, STACK Infrastructure, CyrusOne, Vantage Data Centers, HostDime, and the proposed NextNRG project.
Overall, Orlando, Tampa, and Miami remain among the most supportive regions, while Nassau County and Clay County are the most cautious, and St. Johns County continues to actively evaluate its position. Across Florida, common themes are emerging. Supporters emphasize high-paying jobs, tax base growth, and digital infrastructure investment, while concerns focus on electricity demand, water consumption, and long-term infrastructure costs. Importantly, the high property costs and land constraints in South Florida are increasingly influencing statewide dynamics, placing additional pressure on Central and North Florida to accommodate hyperscale development. As AI infrastructure expands nationwide, Florida communities are being asked to balance economic opportunity with sustainability, often in projects measured not just in acres, but in hundreds of megawatts—or even gigawatts—of electrical demand.
At the same time, Elon Musk's acquisition of Jacksonville-based APR Energy and the proposed NextNRG AI campus in Nassau County demonstrate that Northeast Florida is already part of the broader AI infrastructure conversation.
That comes as South Florida is evolving in a different way. Recent reporting highlights Miami's continued rise as a technology and investment hub, attracting venture capital firms, founders, and corporate headquarters as Silicon Valley's influence expands east. Billionaire investor Peter Thiel's record-setting Miami office lease is one of the latest signs that Florida is becoming home not only to tech companies, but also to the executives and investors financing the AI economy.
But headquarters and hyperscale data centers don't necessarily end up in the same place.
As land prices rise and developable sites become more limited in South Florida, many of the largest AI and cloud campuses are instead being proposed in Central and North Florida, where there is more available land, stronger opportunities for utility expansion, and room to build facilities measured in hundreds of megawatts—or even gigawatts. That shift helps explain why Orlando, Polk County, Tampa, and now Northeast Florida are increasingly part of the conversation.
History shows these projects rarely begin with a ribbon cutting or press conference. More often, they start quietly through land acquisitions, utility planning, infrastructure investments, and project-specific LLCs, with the eventual tenant becoming public only after much of the groundwork has already been laid.
Whether Jacksonville ultimately lands a hyperscale AI campus remains unknown. But one thing is becoming increasingly clear: as Miami grows into a headquarters city for technology and investment, North Florida is positioning itself as a place where the physical infrastructure powering that economy could be built. The question is whether local leaders and citizens will have the opportunity to fully evaluate the benefits and tradeoffs before the next proposal arrives.
