Proposed Taxpayer Subsidies for Downtown Jacksonville Grocery

Gateway Jax is currently seeking taxpayer subsidies to redevelop the First Baptist Auditorium in Downtown Jacksonville into the NoCo Center, a mixed-use development including a 16-story apartment building with retail space including a grocery store.

Gateway Jax, a prominent real estate development firm, is spearheading a transformative project in Downtown Jacksonville. This ambitious endeavor, estimated to cost $2 billion, encompasses 22 acres and aims to revitalize the area. The project’s latest phase, Block N7, focuses on redeveloping the historic First Baptist Auditorium into the NoCo Center, a mixed-use development featuring residential, commercial, and retail spaces, including a much-needed grocery store.

Gateway Jax is seeking significant taxpayer subsidies from the Downtown Investment Authority to realize this vision. These subsidies will be crucial in funding the demolition of the auditorium and the construction of the new NoCo Center. This isn't the first time Gateway Jax has sought public funds for its Pearl Square development. The firm has previously secured subsidies for projects such as Block N11, N4, N5, N8, and N9.

Key Features of the NoCo Center Development:

  • High-Rise Residential: A 16-story apartment building will offer 250 units and a 400-space parking garage. While the project promises upscale living, there's no indication of plans for affordable workforce housing, a critical need in the area.

  • Full-Service Grocery Store: A 31,500-square-foot grocery store will be a major convenience for downtown residents and visitors. This is especially important as Downtown Jacksonville has been identified as a food desert, lacking access to fresh produce and affordable groceries.

  • City Incentives: Gateway Jax is actively pursuing $1.26 million in Retail Enhancement Program grants and an $841,000 Recapture Enhanced Value Grant to incentivize the development of the grocery store.

A Broader Vision: Pearl Square

The NoCo Center is a key component of the larger Pearl Square development, which aims to create vibrant mixed-use spaces. This ambitious project has the potential to significantly impact Downtown Jacksonville's economy, attracting new residents and businesses.

However, it's essential to consider the long-term implications of taxpayer-funded development. While these subsidies can accelerate development, it's crucial to ensure that the projects are sustainable and benefit the entire community. Addressing issues like affordable housing and homelessness will be vital to the success of Downtown Jacksonville's revitalization efforts.
