The Phoenix Arts & Innovation District in Jacksonville has opened Emerald Station, a repurposed warehouse offering creative offices, conference rooms, and an event space. The Phoenix Arts & Innovation District in Jacksonville has made a significant stride with the ribbon cutting and grand opening of its first building, the Emerald Station at 2320 N. Liberty St. This repurposed warehouse offers 7,000 square feet of creative offices, conference rooms, and a 10,000-square-foot event space. The project, spearheaded by CEO Tony Cho, faced challenges securing funding due to economic conditions and investor skepticism. However, the opening of Emerald Station marks a turning point for the district, showcasing its potential and attracting further investment.

The opening of Emerald Station has garnered significant attention from local officials and community leaders. Mayor Donna Deegan and several City Council members attended the October 30 ribbon-cutting ceremony, praising Cho and his team for their commitment to revitalizing the neighborhood. The project has also received support from various organizations, including the Local Initiatives Support Corp., which provided a $7 million loan. “In June 2024, Council approved $5.5 million in incentives for the Phoenix district, with the package comprising a $1.5 million Recapture Enhanced Value Grant plus $2 million completion grants for each of two construction phases,” according to the Jacksonville Business Journal. “A REV grant is a refund on ad valorem tax revenue generated by a new development. Council also approved a rezoning request to Planned Unit Development to permit commercial and multifamily uses in the district."


Cho explains that the Phoenix Arts & Innovation District is being developed as a catalyst for Jacksonville's economic growth and community development. The district’s focus on creativity, innovation, and affordable housing aligns with the city's broader goals of revitalizing its urban core. As the project evolves, it is hoped that it will attract new businesses, residents, and visitors, contributing to the city's overall prosperity.


The opening of Emerald Station is a step toward Cho’s vision and a testament to his perseverance and the power of public-private partnerships. This is the first of four warehouse conversions adorned with murals on 8.3 acres that, as they develop, will be home to an artisan community, small businesses, and affordable housing. As the project moves forward, it is anticipated to have a lasting impact on the city's cultural, economic, and social landscape.
