How a neighborhood-security startup built a nationwide vehicle-tracking network—and brought it to Northeast Florida
The small solar-powered Flock cameras have become part of the roadside landscape in Jacksonville and across Northeast Florida. Mounted on narrow poles near intersections, neighborhood entrances and major commuter routes, they are easy to pass without noticing.
But each time a vehicle passes one, the camera may create a searchable record: license plate, time, location, make, model, color and distinguishing features. One camera captures a moment. Hundreds of connected cameras can begin to reconstruct movement.
That distinction is at the center of the rapidly growing controversy surrounding Flock Safety, the Atlanta company whose automated license plate readers have spread across the country. Police describe the cameras as valuable tools for locating stolen vehicles, missing people and suspects connected to serious crimes. Critics see the foundation of a privately operated surveillance network that records millions of innocent drivers along with the people police are seeking.
Northeast Florida has already become an important part of that debate. A crowdsourced map maintained by the anti-surveillance project DeFlock estimates that Duval County has more than 200 license plate readers and that Duval, Nassau, Clay, Baker and St. Johns counties have more than 600 combined. Those figures include reported cameras from multiple agencies and private owners and should not be treated as an official inventory. But local government figures confirm that the regional network is substantial. The St. Johns County Sheriff's Office reported having more than 160 license plate readers early this year, with additional expansion anticipated.
The question is no longer whether this technology is coming to Northeast Florida. It is already here.
The more important questions are what it records, who can search it, how far the information travels and whether the rules governing it have kept pace with its growth.

From a neighborhood break-in to a multibillion-dollar company
Flock Safety was founded in 2017 by Georgia Tech alumni Garrett Langley, Matt Feury and Paige Todd. Its origin story began with neighborhood crime and a homemade camera designed to capture vehicle evidence. After a detective said an early camera helped investigate a residential break-in, the founders turned the project into a company.
Flock initially marketed heavily to homeowners associations and residential communities. That approach gave it an opening traditional police-technology vendors did not necessarily have: private neighborhoods could place cameras at entrances and share relevant records with law enforcement.
The company then expanded aggressively into police departments, cities, schools, apartment communities and businesses. By March 2025, Flock said it served more than 4,800 law-enforcement agencies and 1,000 businesses. A $275 million funding round led by Andreessen Horowitz valued the privately held company at $7.5 billion and brought its reported outside funding to more than $950 million. Its investors have also included Founders Fund, Greenoaks Capital and Bedrock Capital.
Flock is no longer simply a license-plate-camera company. Its product line includes fixed and mobile license plate readers, conventional video cameras, gunshot detection, mobile surveillance trailers, drones and software designed to combine and search different sources of investigative information.
That growth matters because the public debate can become misleading when every Flock product is described as if it were the same device. Jacksonville's roadside readers do not automatically perform every function offered elsewhere in Flock's product ecosystem. Determining what a local agency can do requires examining the products it purchased, the software included in its subscription and the databases or agencies with which it has connected.
More than a photograph of a license plate
An automated license plate reader, or ALPR, uses a camera and software to convert an image of a plate into computer-readable characters. Flock's roadside units typically use solar power and cellular connections, allowing them to operate without the fiber and electrical infrastructure associated with conventional traffic cameras.
They are not red-light cameras, and Florida law prohibits ALPRs installed within the state highway system from being used to issue ordinary traffic citations.
They are also not merely taking isolated photographs for an officer to inspect later.
Flock markets what it calls “Vehicle Fingerprint” technology. In addition to a plate, its system can catalog characteristics such as make, model, color and distinctive markings or attachments. That can allow an investigator who does not know a plate number to search for a vehicle described, for example, as a dark pickup with a roof rack or a white sedan with a particular bumper sticker.
Flock says its license plate readers do not use facial recognition and do not collect biometric information. That is an important limitation. Nevertheless, a license plate is linked through government records to a registered owner, and a history of sightings can reveal much more than vehicle ownership. Depending on camera density, it may show regular trips to a workplace, medical office, religious institution, political event or another person's home.
The privacy issue therefore does not depend on whether the camera recognizes a face. A system capable of repeatedly locating a uniquely identifiable vehicle can often serve as a proxy for locating its driver.
The camera is rented; access is the product
Flock's business model is built primarily around recurring subscriptions rather than a government purchasing a camera once and operating it independently.
Published government agreements commonly price a Falcon license plate reader at roughly $2,500 to $3,000 per camera annually, although the actual price depends on the contract, equipment, volume and software package. Installation and optional services can add costs. Flock's current pricing materials say an annual subscription can cover hardware, installation, maintenance and software.
That arrangement lowers some of the practical barriers to deployment. The cameras can be installed quickly, and Flock handles much of the equipment and cloud infrastructure. But it also ties the customer to a proprietary platform through continuing payments. If the subscription ends, the agency does not necessarily retain an independently functioning camera system and historical database.
The recurring fee is purchasing more than roadside hardware. It buys access to the search platform, alerts, maintenance, software updates and—depending on agency settings—connections to information beyond the jurisdiction where a camera is located.
This is the heart of the system: a camera in one neighborhood may collect the sighting, while an authorized user somewhere else may perform the search.
Public cameras, private cameras and a shared network
The Flock network is built from both governmental and private collection points.
Police departments and sheriffs' offices operate cameras purchased through public contracts. At the same time, HOAs, apartment complexes, retailers and other private customers may operate their own cameras and choose to share access with law enforcement.
Flock says each customer owns its data and controls its sharing relationships. The company says it does not share a customer's records without authorization except when required by law, legal process or qualifying emergencies.
Those statements establish Flock's announced policy, but they do not by themselves reveal how any particular Northeast Florida account is configured. “Customer-controlled” sharing can still produce an extensive network when large numbers of customers choose broad access, enable statewide or nationwide search features, or approve requests from other agencies.
It also creates an accountability complication. Residents may assume cameras along public roads belong to the government, when some are privately funded. Conversely, an HOA camera installed for neighborhood security may become a source of evidence available to police. The practical reach of the system cannot be measured simply by counting cameras purchased directly by a sheriff's office.
To understand Jacksonville's network, the public would need to know not only how many readers JSO funds, but also how many private systems share records with the agency, which outside jurisdictions can search Jacksonville data and which outside databases Jacksonville officers can search.
How long does a vehicle sighting remain searchable?
Data retention is one of the most consequential—and changeable—parts of the system.
Flock historically used 30 days as its standard retention period for license plate records. In August 2026, amid growing criticism and documented cases of police misuse, the company announced that it would move to a seven-day default, while allowing evidence connected to a case number to be preserved longer.
A shorter default meaningfully reduces how far back an improper or overly broad search can reach. But “default” does not necessarily mean “mandatory.” The operative question for Jacksonville is the retention setting in JSO's agreement and account, including whether records can be copied, exported or preserved under exceptions.
Florida law does not establish a simple statewide seven-day or 30-day limit. Section 316.0778 directs the Department of State, in consultation with the Florida Department of Law Enforcement, to establish a records-retention schedule. Section 316.0777 says agencies may not retain ALPR records longer than the maximum provided under that schedule.
Florida also makes images and identifying data produced by government ALPR systems confidential and exempt from ordinary public-records disclosure. The law permits the information to be shared by or with a criminal-justice agency performing official duties.
That protects drivers from having their travel records opened indiscriminately to the public. It also makes independent scrutiny more difficult. Citizens generally cannot examine the raw records to determine how broadly their movements are being collected or shared.
The issue is scale
Police have used license plate readers for years. Officers can also observe a plate on a public roadway, run it through government databases and act on an alert associated with a stolen vehicle or wanted person.
What has changed is the scale, automation and connectivity.
A patrol officer can observe one roadway at a time. A regional network can record vehicles continuously at hundreds of locations, preserve those observations and make them searchable in seconds. Information that once required officers to follow a particular vehicle can potentially be assembled after the fact from previously collected sightings.
That does not make every use improper. It does make the technology qualitatively different from an officer simply seeing a car in public.
The strongest argument for Flock is that the system allows police to find dangerous suspects and vulnerable missing people much faster. The strongest argument against it is that the same infrastructure records everyone first and determines who is of interest later.
Both propositions can be true.
The public-policy question is whether a tool this powerful should depend principally on company defaults and individual agency policies—or whether elected officials should establish enforceable limits governing searches, retention, sharing and audits.
Jacksonville Sheriff T.K. Waters has strongly defended the crime-fighting value of license plate readers.
